Open letter to leader of “Voice” Party Svyatoslav Vakarchuk

Dear Mr Svyatoslav!

We welcome your participation in the election to the Verkhovna Rada of Ukraine. Our country needs young, honest, non-corrupt politicians. You’ve gained wide recognition in music, and we’re sure that you’ll be successful in politics as well.

 

It is extremely important that together with you, honest and decent professionals enter the Verkhovna Rada of Ukraine who proved their right to become public deputies of Ukraine with their previous activity. Otherwise, the stained reputation of a member of your team will automatically stain your own reputation.

In particular, we were surprised to know that Olga Stefanyshyna, former deputy Minister of Health of Ukraine, had been included in your party’s list. While being deputy Minister, Ms Stefanyshyna did a lot of harm to Ukraine’s people.

We send you, dear Mr Svyatoslav, documents that confirm facts of neglect of duty and abuse of office by Olga Stefanyshyna as deputy Minister of Health of Ukraine. These led to socially dangerous consequences in the form of considerable harm to the rights and interests of people (the right to health and life).

Under the supervision of deputy Minister of Health Olga Stefanyshyna, the State Institution “Centre for Public Health of the Ministry of Health of Ukraine” in 2018 transferred over 100 mln UAH of international technical assistance from the special state budget account to accounts of public organisations (Charitable Organisation “All-Ukrainian Network of People Living with AIDS” and others) affiliated with the head of the said institution.

With the assistance of deputy Minister of Health Olga Stefanyshyna, the Ministry purchased 204 vials of botulinum antitoxin at a price of about 96,000 UAH/vial, while identical botulinum antitoxins cost 300 to 500 UAH/vial, thereby depriving the state budget of about 20 mln UAH.

These actions by a person can be treated as crimes committed by an official that fall under the following articles of the Criminal Code of Ukraine: Article 191 – Misappropriation, embezzlement of property or getting possession of property through abuse of office; Article 364 – Abuse of power or office; Article 367 – Neglect of duty.

Currently, we are preparing submissions to the prosecutor’s office requesting that a criminal case be opened based on the aforesaid public information.

In order to prevent dishonest persons who did considerable harm to Ukraine’s people with their previous activity from getting to the Verkhovna Rada of Ukraine, we’ll contact the embassies of the United States and European Union countries, international partners, anti-corruption public organisations and interested persons to provide them with information about Olga Stefanyshyna and other dishonest persons.

We’d like to note that if Olga Stefanyshyna and other dishonest persons do make it to the Verkhovna Rada, we’ll inform our Western and Ukrainian partners about such dishonest politicians throughout the Verkhovna Rada’s five-year lifespan.

Dear Svyatoslav, the potential election of Olga Stefanyshyna to the Verkhovna Rada of Ukraine through the “Voice” Party list will be a big dirt stain on your party’s clean clothes.
